Most important is every man and woman who desires to have a job , should have a job ,Which should at least ensure a minimum globally acceptable living standard.
If they do not have the skills , teach them. Dignity of Labor is also very important. A person should feel that he/she is earning the money by positively contributing something to the society. This is in fact more important then the wealth redistribution over the long run.
