Up to 20th century you had to win over the land and people were automatically yours and hence you needed the arms.
Let us be very clear that 21st century on wards the ball game is totally opposite you have to win over the people and land is automatically yours.Even by any chance you are able to win over the land using arms , you will not be able to hold on to it till people are not on your side.
Hence I think arms will not do the job , something else will.
