This is not a bad idea , private sector is the most efficient user of capital , government cannot compete with them on this count. So if government is providing subsidy for job creation , why not pass on that subsidy to private sector which creates the jobs as per norms fixed by government .Because they will use that subsidy amount in much more efficient way then what any government can do.
Job creation should be priority no. 1 -10 for any government worth its salt.If they can do it successfully so many other social , economic,political problems will be automatically taken care off.

For textile boss Dhingra, a smart - if self-interested - solution would be for the state to subsidies his full-time staff rather than pay the rural poor to do 100 days work a year.
"Why don't you consider connecting these 100 days to labor-intensive industries?" he told Reuters, volunteering to pay the wage bill for the other 265 days of the year.
"Our labor costs come down and we provide permanent work for the people. It's a win-win situation."
